Las comisiones del Senado de Puntos Constitucionales, Energía y Estudios Legislativos acordaron las reglas para el debate, a partir de este lunes 14 de octubre, sobre la reforma constitucional en áreas y empresas estratégicas, con la cual Petróleos Mexicanos y la Comisión Federal de Electricidad (CFE) volverán a ser “empresas públicas”.
La reunión para discutir esta reforma, que modifica los artículos 25, 27 y 28 de la Constitución, se inició éste lunes a las dos de la tarde.
Este acuerdo establece que, tras los posicionamientos de los grupos parlamentarios, se consultará si existen posturas en contra del dictamen. De haberlas, se aplicará una regla ordinaria de debate; de lo contrario, se seguirá una regla especial.
Cada uno de los seis grupos parlamentarios tendrá la oportunidad de fijar su postura durante seis minutos. Posteriormente, se procederá a la discusión del dictamen en lo general y en lo particular en un solo acto, conforme a la regla que se determine.
Al concluir las rondas de debate, se consultará si el tema ha sido suficientemente discutido. Si la respuesta es negativa, se abrirá una nueva ronda de intervenciones; si es positiva, se procederá a revisar las reservas y votos particulares, que no se votarán en la reunión, sino que se remitirán a la Mesa Directiva del Senado para ser desahogadas en el Pleno. Finalmente, se realizará la votación en lo general del dictamen.
Sheinbaum apuesta por soberanía de Pemex y CFE
Claudia Sheinbaum, presidenta de México, reafirmó el viernes su compromiso con la transición hacia una mayor soberanía energética y el impulso de las energías renovables. Durante su conferencia de prensa matutina, destacó la importancia de avanzar en la generación de energías limpias no solo por razones ambientales locales, sino también por el impacto del cambio climático global.
Además, Sheinbaum ha abordado la situación financiera de Petróleos Mexicanos (Pemex), la empresa estatal de combustibles que enfrenta una de las mayores deudas del mundo. Según la mandataria, durante el gobierno de su predecesor, Andrés Manuel López Obrador, se logró una reducción en la deuda de Pemex.
Este avance se atribuye a un cambio en el modelo de negocio que priorizó la disminución de exportaciones para destinar la mayor parte del crudo a la producción interna de gasolina, diésel y otros combustibles, mientras se saneaban las finanzas de la empresa.
En línea con las políticas de López Obrador, Sheinbaum promueve una reforma energética que busca consolidar a Pemex y a la Comisión Federal de Electricidad (CFE) como “empresas públicas”. Esta reforma es vista como un paso crucial para fortalecer el sector energético del país y asegurar su sostenibilidad a largo plazo.
